Job Description

 Job Title: Technical and Operations Manager 

Location: Lekki (Chevron), Lagos

Employment Type: Full-time, Onsite

Reports To: Chief Executive Officer

Sector: Oil & Gas Servicing (EPC)

Summary

  • The Technical and Operations Manager is responsible for leading the company's technical and operational functions to ensure the successful planning, execution, and delivery of projects.

Job Purpose

  • The role oversees field operations, engineering support, asset utilization, operational planning, project execution, quality assurance, HSE compliance, and resource management while ensuring projects are delivered safely, on time, within budget, and in accordance with client specifications and regulatory requirements.

Key Responsibilities

Operations Management:

  • Lead and coordinate daily operational activities across all projects.
  • Develop operational plans to ensure efficient execution of contracts.
  • Monitor project schedules and resource allocation.
  • Manage project risks and implement mitigation strategies.
  • Ensure operational readiness before project mobilization.
  • Manage field personnel and operational resources.
  • Resolve operational challenges promptly to minimize downtime.
  • Ensure efficient utilization of equipment and manpower.
  • Prepare project performance reports for Management.

Technical Leadership:

  • Provide technical guidance to engineering and project teams.
  • Review technical proposals and project execution methodologies.
  • Ensure engineering deliverables meet client specifications.
  • Evaluate new technologies to improve operational performance.
  • Support troubleshooting of technical issues during project execution.
  • Ensure compliance with engineering standards and industry best practices.

Business Development and Growth:

  • Support business growth in close collaboration with the Business Development and Technical Sales Teams.
  • Champion the growth of the company's business in technical services and supply, by identifying and increasing the number and types of jobs performed with SHELL, to include other scopes asides from Crane maintenance; lead efforts to improve the company's entrenchment in SNEPCO operations including ofloading systems.
  • Lead efforts to expand company's business on heavy duty equipment supplies and services beyond SHELL for cranes, pumps, valves and actuators to other Operators include SepNU (formerly Exxon), Renaissance, Chevron, Total, amongst others.
  • Lead efforts for company to provide Brown Field Solutions to the oil and gas industry operators such as, SHELL, Renaissance, Total, Chevron, Seplat, SepNU, NEPL, Heirs Holdings, ND Western, amongst others.
  • Develop and maintain strong relationships with International Oil Companies (IOCs), indigenous operators, marginal field operators, EPC contractors, and other key stakeholders.
  • Conduct market research, competitor analysis, and identify emerging industry opportunities.

Tendering and Commercial Support:

  • Monitor tender portals and identify relevant Requests for Proposal (RFPs), Invitations to Tender (ITTs), and Requests for Quotation (RFQs).
  • Coordinate the preparation and submission of technical and commercial proposals.
  • Collaborate with technical, finance, procurement, HSE, and operations teams to develop competitive bids.
  • Review contract terms, commercial risks, pricing strategies, and project profitability.
  • Support contract negotiations, variations, claims, and commercial discussions with clients.

Project Advisory and Execution Support:

  • Advise management on project feasibility, execution strategies, budgets, schedules, and resource requirements.
  • Review project execution plans, work programs, risk registers, and project controls.
  • Monitor project performance and recommend corrective actions where necessary.
  • Provide strategic guidance throughout project planning, execution, monitoring, and close-out.
  • Participate in project review meetings and provide recommendations for continuous improvement.
  • Support project managers in resolving technical, operational, and commercial issues.

Client Relationship Management:

  • Serve as the primary relationship manager for key clients throughout both the business development and project execution phases.
  • Conduct regular client engagement meetings to understand operational needs and identify additional service opportunities.
  • Ensure high levels of customer satisfaction and timely resolution of client concerns.
  • Promote repeat business and long-term strategic partnerships.

Strategic Planning:

  • Contribute to the development and implementation of the Company's strategic business plans.
  • Provide management with market intelligence, industry trends, competitor insights, and business forecasts.
  • Identify opportunities for diversification, innovation, and new service offerings.
  • Recommend improvements to project management and business development processes.

Compliance, Quality and HSE:

  • Ensure all projects and commercial activities comply with applicable laws, industry regulations, client requirements, and company policies.
  • Promote compliance with HSE standards and quality management systems.
  • Participate in project audits, client audits, and continuous improvement initiatives.
  • Ensure proper documentation and record management for projects and commercial activities.

Reporting:

  • Prepare weekly, monthly, and quarterly business development and project performance reports.
  • Maintain accurate sales forecasts, project dashboards, and opportunity pipelines.
  • Present business performance updates and strategic recommendations to Executive Management.

Regulatory and Industry Compliance:

  • Ensure compliance with:
  • Nigerian oil and gas regulations.
  • Nigerian Upstream Petroleum Regulatory Commission requirements.
  • Petroleum Industry Act.
  • Local content requirements.
  • Client commercial standards.
  • Company governance policies.
  • Support audits relating to project and contractual matters.

Cross-Functional Collaboration:

  • Work closely with Operations to ensure projects are commercially viable.
  • Collaborate with Finance on invoices, payment follow-up, and cash flow.
  • Support Procurement during subcontractor negotiations.
  • Coordinate with HR on resource planning for contract delivery.
  • Participate in, drive, and carry out any other activities that may be relevant to the overall team's or project objectives.
  • Comply and ensure team members comply with company's QHSSE policies.

Qualifications

  • Bachelor's Degree in Engineering (Mechanical, Petroleum, Electrical, Civil, Chemical, or related discipline).
  • Master's degree in Engineering, Project Management, or Business Administration is an advantage.
  • COREN registration is an added advantage.
  • Membership of relevant professional bodies (NSE, SPE, PMI, etc.) is desirable.
  • Must be able to work under pressure and travel at short notice.
  • Must be capable of representing the company with regulatory or government agencies.
  • Must be able to communicate effectively with all levels of management and relevant stakeholders.
  • Must be result oriented and committed to the goals and vision of the company.

Experience:

  • Minimum of 8–10 years of progressive experience in upstream oil and gas operations or oilfield services.
  • At least 5 years in a managerial or supervisory role.
  • Demonstrated experience managing field operations, engineering teams, and client projects.
  • Experience in contract execution for IOCs, indigenous operators, or oilfield service companies.
  • Experience working with international oil companies (IOCs), indigenous operators, EPC or major service companies is an advantage.

Salary

N1,000,000 - N1,300,000 monthly.
