HR Manager (Learning and Development)

Job Summary
- We are recruiting on behalf of a leading multinational organization for an experienced Learning & Development Manager to drive enterprise-wide capability development, learning strategy, and organizational learning initiatives.
- The successful candidate will be responsible for designing and implementing learning strategies, competency frameworks, capability development programmes, and learning systems that support business objectives and foster a culture of continuous learning.
Key Responsibilities
- Develop and implement the organization's learning and capability development strategy.
- Design competency frameworks and structured learning pathways.
- Lead the planning and execution of Graduate Trainee and leadership development programmes.
- Conduct Training Needs Analysis (TNA) and develop annual learning plans.
- Design and deliver blended learning interventions.
- Support the implementation and effective utilization of Learning Management Systems (LMS).
- Measure learning effectiveness, ROI, and business impact.
- Develop and maintain learning reports, dashboards, and performance metrics.
- Build strong relationships with business leaders, internal stakeholders, and external learning providers.
- Ensure compliance with learning policies, governance, and statutory training requirements.
Requirements
- Bachelor's degree in Human Resource Management, Business Administration, Education Management, or a related discipline.
- Additional professional certifications in Human Resources, Adult Education, Business Management, or related fields will be an advantage.
- Minimum of 7 years' experience in Learning & Development.
- Proven experience designing and implementing capability development programmes.
- Experience developing learning content and managing learning interventions.
- Strong understanding of competency frameworks, Training Needs Analysis (TNA), and Learning Management Systems (LMS).
- Excellent stakeholder management, communication, facilitation, and project management skills.
- Exposure to operational or industrial environments will be an advantage.
